Secluded camping, water access, off leash dog ok.

I am looking for a place to hike, camp, that is somewhat secluded (not 10 other campsites within 10 feet of you), with maybe a large river or lake (catfish) right on the site, and that we can bring our dog and he can hike with us, swim and not be restricted. I know all national and state level parks do not allow the dog to be off leash. I have a highly obedient German Shepherd that I take on hikes a lot around my area (St Charles Mo), so I know he will not cause any problems. Any ideas?
