Yes, people with larger boats sometimes make their own built in refrigerator/freezers, but the cost is substantially higher than just getting an ARB or dometic or whatever portable fridge...which is why I bought instead of built/assembled.
Making your own thermoelectric unit would be very possible but when you are done it still will only be good to reduce the internal temperature (slowly with excessive, IMO, electric use) to only 36 degrees below ambient (if every thing is perfect). In the real world; better count on something closer to 20 degrees below ambient)... to my mind (72 degrees - 20=) 52 degrees isn't worth much effort or cost and even if everything is perfect (90 degrees - 36=) 54 degrees is too warm for any thing "cool" that I want to drink or to keep hamburger long (gave up drinking beer European style (warm) some decades ago).
It could be a fun experiment if you want to play with Peltiers, though...
